A BILL FOR AN ACT

 

RELATING TO ECONOMIC DEVELOPMENT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that rapid growth of the internet, digital video, audio production tools, and desktop computers has clouded the distinction between the film, video, music, arts, and entertainment sectors of the internet industry. The legislature believes that expanding the Hawaii film office to include these art forms will provide an outlet to cultivate the efforts of local film, video, music, arts, and entertainment internet producers.

The accelerated growth of this industry has yielded low cost, high quality tools of digital media arts production. Capitalizing on these tools will not only make the expansion ascertainable, but will ultimately negate having to exclusively rely on attracting out-of-state productions to support the art and film internet industry in Hawaii.

The purpose of this Act is to expand the Hawaii film office to incorporate the film, video, music, arts and entertainment sector of the internet industry.

SECTION 2. Chapter 201, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

"§201- Hawaii digital arts office. (a) The Hawaii film office of the department of business, economic development, and tourism shall be renamed the Hawaii digital arts office. The office shall:

(1) Promote the development of the film, video, music, arts, and entertainment sector of the internet industry in Hawaii, for both local and out-of-state projects, productions, and companies; and

(2) Assist in the development of the financial and administrative system needed to support the productions of local film, video, music, arts, and entertainment internet producers."

SECTION 3. New statutory material is underscored.

SECTION 4. This Act shall take effect upon its approval.
