A BILL FOR AN ACT

 

relating to schools-within-schools.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 302A-301, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

"(b) Grants shall be for such purposes as the funding of experimental and innovative instructional programs, the planning and design of proposed schools-within-schools, the establishment of board-approved schools-within-schools, in-service training, and other activities that promote innovation as outlined in the proposal.

Grants for the planning and design of proposed schools-within-schools shall be awarded in increments over a six-month to twelve-month period, based on the demonstration of satisfactory progress toward the completion of the plans and design.

Grants for the establishment of schools-within-schools shall not be awarded until the board approves the plans and designs of the proposed schools-within-schools."

SECTION 2. Public schools, with the approval of the board of education and on the advice of the attorney general, may form partnerships with private schools, service agencies, military organizations, law enforcement agencies, and businesses to establish schools-within-schools.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ , for fiscal year 2001-2002, to be paid into the incentive and innovation grant trust fund created in section 302A-301, Hawaii Revised Statutes.

SECTION 4. The sum appropriated shall be expended by the department of education for the planning and design of proposed schools-within-schools, and the establishment of schools-within-schools approved by the board of education.

SECTION 5. New statutory material is underscored.

SECTION 6. This Act shall take effect on July 1, 2001.
