Requesting that the Kalawahine 180 Reservoir project be halted and redirected to four other proposed sites.

THE SENATE

S.R. NO.

23

TWENTY-FIRST LEGISLATURE, 2001

STATE OF HAWAII

SENATE RESOLUTION

requesting the halting of the kalawahine 180 reservoir project.

WHEREAS, the Board of Water Supply has proposed the Kalawahine 180 Reservoir project above Roosevelt High School in Papakolea, scheduled to begin in mid-2003, which will take approximately 17 months to complete and should be finished by early 2005; and

WHEREAS, the Kalawahine Streamside Neighborhood is opposed to the project due to short-term and long-term impacts as identified in the project's environmental assessment; and

WHEREAS, short-term impacts include air and noise pollution, and traffic, while long-term impacts include visual impacts to the site and surrounding areas; and

WHEREAS, the primary concern is the screening of the reservoir structure from the adjacent Kalawahine Streamside Development homes to the north and east of the reservoir and the existing Papakolea homes on Anianiku Street to the west; and

WHEREAS, in view of these impacts that are disfavored by the project's surrounding community, and the availability of alternative reservoir sites, such as, Kapalama at Makuakane Street, Diamond Head at Fort Ruger, Makiki at Prospect Street, and Kalihi at the Board of Water Supply Corporation Yard; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, that the Board of Water Supply is respectfully urged to halt the reservoir project at Kalawahine due of the impacts to be suffered by the Kalawahine residents, and the availability of other recommended sites; and

BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Board of Water Supply.
