SENATE CONCURRENT

RESOLUTION

 

REQUESTING THE IDENTIFICATION OF APPROPRIATE SITES FOR TELECOMMUNICATION TOWERS AND ANTENNAE TO PROVIDE OPTIMUM COVERAGE.

 

WHEREAS, Hawaii is world renowned for its pristine beaches, breathtaking scenery, and natural beauty; and

WHEREAS, the State is committed to preserving Hawaii's beauty while balancing the growing industrial and commercial needs common to a growing major metropolitan city; and

WHEREAS, the telecommunications industry and consumer demand for telecommunication services, including wireless phone and Internet services, are growing at a rapid pace; and

WHEREAS, providing high quality telecommunication services requires the installation of numerous towers and antennae throughout the State; and

WHEREAS, proactive action must be taken to ensure that the installation of telecommunication towers and antennae does not mar Hawaii's natural beauty; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the Office of Planning, Department of Business, Economic Development, and Tourism, is requested to convene and head a committee to:

(1) Identify appropriate sites for locating telecommunication towers and antennae to provide optimum coverage; and

(2) Develop a program to encourage co-location of antenna towers so as to minimize the aesthetic impact on residential areas, cultural landscapes, and open areas of the State in general;

and

BE IT FURTHER RESOLVED that the committee membership shall consist of the following:

(1) A representative from the Office of Planning;

(2) A representative from the Department of Accounting and General Services;

(3) A representative from the Department of Education

(4) A representative from the Department of Hawaiian Home Lands;

(5) A representative from the Department of Land and Natural Resources;

(6) A representative from the Department of Transportation;

(7) A representative from the Department of Public Safety;

(8) A representative from each of the respective county planning departments;

(9) Two representatives from the telecommunications industry; and

    (10) A representative from the Chamber of Commerce of Hawaii;

and

BE IT FURTHER RESOLVED that the committee shall submit a report on its findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Office of Planning, who shall transmit copies to representatives of the telecommunications industry, the Comptroller, Superintendent of Education, Chairperson of the Hawaiian Homes Commission, Chairperson of the Board of Land and Natural Resources, Director of Transportation, Director of Public Safety, the respective Directors of each county planning department, and the President of the Chamber of Commerce of Hawaii.
