SENATE CONCURRENT

RESOLUTION

 

RequestinG State Agencies to contact non-profit, community and Religious ORGANIZATIONS for the purposes of providing services to youths.

 

WHEREAS, the non-profit, community and religious organizations of Hawaii have a long and venerable history of service to the youths of our community; and

WHEREAS, the State of Hawaii has already contracted with organizations such as the Salvation Army and YMCA for the purpose of providing services to youths; and

WHEREAS, non-profit, community and religious organizations have cultural, spiritual, human, financial and structural resources located in almost every community of Hawaii; and

WHEREAS, non-profit, community and religious organizations can contribute greatly to troubled youths' emotional and psychological healing and self-worth; and

WHEREAS, members of non-profit, community and religious organizations could provide needed services to these young people through voluntary or formal contract-for-services; and

WHEREAS, such services should be focused on recreation, counseling, mentoring, education, vocational guidance and spiritual nurture; and

WHEREAS, when such services are provided, Federal and State laws regarding issues of separation of church and state shall be strictly adhered to; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that State Agencies serving Hawaii's youth are requested to communicate with members of the non-profit, community and religious organizations in the state regarding the possibility of providing services to these youths, either voluntarily or through the mechanism of formal contracts-for-services; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to all State agencies providing services to youths in Hawaii.
