SENATE CONCURRENT

RESOLUTION

 

URGING A STUDY OF OLDER UNDERGROUND PLUMBING SYSTEMS and water systems STATEWIDE TO ASSESS HEALTH RISKS.

 

WHEREAS, communities throughout the islands have plumbing systems, including underground water systems, which were installed in the 1930s and 1940s; and

WHEREAS, many of these older plumbing systems and water systems were manufactured from materials, such as asbestos, that are no longer considered safe; and

WHEREAS, this constitutes a safety issue for those who depend on and use these plumbing and water systems, as well as for contractors and others who must maintain and repair the systems; and

WHEREAS, county plumbing codes may allow older plumbing systems to continue to be used if there is no hazard to the public health, safety, or welfare by the system; and

WHEREAS, there is no comprehensive assessment of older plumbing systems and water systems statewide and the public health risks they pose to residents; now, therefore,

BE IT RESOLVED by the Senate of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the House of Representatives concurring, that the county agencies responsible for oversight of plumbing and water systems are urged to conduct an assessment of these older underground plumbing systems and water systems; and

BE IT FURTHER RESOLVED that the assessment shall include recommendations for correction of any hazard to the public health, safety, or welfare by the systems, including a time frame and priority for such recommendations; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of each county, the Board of Water Supply of the City and County of Honolulu, and the Department of Water Supply of the counties of Hawaii, Maui, and Kauai.
