A BILL FOR AN ACT

 

Making an appropriation for the planning of an alternate access road for the north shore.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the closure of Drum Road due to the rockslide occurring on the Kahuku side of Waimea Bay, caused finical hardship to North Shore businesses, and an inconvenience for residents and visitors.

The legislature also finds that the possibility of another rockslide/cave-in and road closure is highly likely due to soil erosion on the Haleiwa side of Waimea Bay. Thus, the purpose of this Act is to appropriate funds for the planning of an alternate access road along the North Shore's Drum Road.

SECTION 2. The department of transportation shall develop plans for the construction of an alternate access road along the North Shore's Drum Road. The plans shall include but are not limited to a land ownership and valuation study, and a determination of the amount of federal assistance available. The department of transportation shall submit, prior to the convening of the 2002 legislature, a report of the plans to develop an alternate access route along Drum Road.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, for the planning of an alternate access route along Drum Road.

SECTION 4. The sum appropriated shall be expended by the department of transportation for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2001.
