A BILL FOR AN ACT

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FIRST SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The director of finance is authorized to issue general obligation bonds in the following sums and the same sums, or so much thereof as may be necessary are appropriated for fiscal year 2001-2002, for the following projects:

1. To be expended by the department of education:

A. Ha`aheo School, Hawaii

Portable classroom building  $          

2. To be expended by the department of business,

economic development, and tourism:

A. NELHA/HOST Park, Kona, Hawaii

Phase II: potable water delivery system   $1,000,000

B. NELHA, Kona, Hawaii

Hina Lani Drive and Queen Kaahumanu

Highway waterline improvements

Plans $28,000

Design $83,000

Construction   $1,735,000

Total funding   $1,846,000

C. NELHA, Kona, Hawaii

Phases II and III of surface seawater pipelines

Construction   $1,310,000

Equipment     $205,000

Total funding   $1,515,000

D. NELHA, Kona, Hawaii

40/28 and 18/24 pump stations upgrades

Construction     $421,000

Equipment     $552,000

Total funding     $973,000

E. NELHA/HOST Park, Kona, Hawaii

Seawater return system

Plans $25,000

Design     $118,000

Construction   $1,018,000

Total funding   $1,161,000

3. To be expended by the department of land

and natural resources:

A. Kawaihae Small Boat Harbor, Hawaii

(1) Berthing and other improvements     $600,000

(2) South basin infrastructure   $3,500,000

(3) North small boat harbor boat ramp,

canoe facility, restrooms, loading

piers, infrastructure   $1,600,000

4. To be expended by the county of Hawaii:

A. Paauhau Exploratory Well, Hamakua, Hawaii

Drilling of exploratory well   $1,000,000

B. Paauilo Exploratory Well, Hamakua, Hawaii

Drilling of exploratory well     $700,000

C. Ahualoa 1.0 MG Reservoir, Hamakua, Hawaii

Phase I of additional storage reservoir   $1,000,000

D. Halaula Exploratory Well, North Kohala, Hawaii

Drilling of exploratory well at

existing site     $500,000

E. Anekona 1.0 MG Reservoir, South Kohala, Hawaii

Completion of large storage reservoir     $1,000,000

F. Kau Well Site 0.3 MG Reservoir, North Kona, Hawaii

Development of well     $500,000

G. Hina Lani 1.0 MG Reservoir, North Kona, Hawaii

Completion of reservoir   $1,000,000

SECTION 2. The appropriations made for the capital improvement projects authorized in this Act which are unexpended and unencumbered as of June 30, 2003, shall lapse as of that date.

SECTION 3. This Act shall take effect on July 1, 2001.
