A BILL FOR AN ACT

 

MAKING APPROPRIATIONS FOR THE TWENTY-THIRD SENATORIAL DISTRICT.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The purpose of this Act is to fund various capital improvement projects and one operating project in the twenty-third senatorial district of Oahu.

SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ , or so much thereof as may be necessary for fiscal year 2001-2002, and the same sum, or so much thereof as may be necessary for fiscal year 2002-2003, is appropriated for various projects in the twenty-third district as follows:

1. To be expended by the University of Hawaii:

A. Windward Community College

Site improvements and library/learning center

Cost $ 300,000

Total funding $ 300,000

2. To be expended by the department of land and natural resources:

A. Kahuku

Feasibility study to resolve flooding in Kahuku, review alternatives, and determine cost/benefits for alternatives.

Cost $ 500,000

Total funding $ 500,000

B. He'eia State Park

Construction to repair existing visitor's center, museum, and classroom

Construction $ 150,000

Total funding $ 150,000

3. To be expended by the department of accounting and general services

A. Waiahole elementary school

Bus turnaround and shelter

Design and construction $ 325,000

Total funding $ 325,000

B. Kaaawa elementary school library

Design and construction to renovate and expand existing building.

Design and construction $ 175,000

Total funding $ 175,000

4. To be expended by the Department of Transporation:

A. Kamehameha highway and Waihee road: realign Kamehameha highway to improve sight distance and construction of a left-hand turn lane.

Design, land, and construction $2,600,000

Total funding $2,600,000

B. Kahekili highway

Haiku road to Hui Iwa street/Valley of the Temples. Design and construction of a contraflow lane.

Design and construction $3,400,000

Total funding $3,400,000

SECTION 3. The sums appropriated for the respective capital projects set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act.

SECTION 4. The appropriations made for capital improvement projects authorized in this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all appropriations which are unencumbered as of June 30, 2003, shall lapse as of that date.

SECTION 5. There is appropriated out of the general revenues of the State of Hawaii the sum of $160,000, or so much thereof as may be necessary for fiscal year 2001-2002, to fund new maintenance positions at Windward community college.

SECTION 6. The sum appropriated in section 5 shall be expended by the university of Hawaii for the purposes of this Act.

SECTION 7. This Act shall take effect on July 1, 2001.
