A BILL FOR AN ACT

 

Making an appropriation for the improvement and maintenance of student lavatories in all hawaii public schools.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. According to the United States Department of Labor, Occupational Safety and Health Administration, diseases and parasites can be contracted by coming into contact with unsanitary toilets.

In a survey taken at the 2000 Student Leadership Workshop, eighty-eight per cent of student leaders said that their schools were grossly lacking in restroom necessities such as toilet paper, toilet seat covers, and stall doors (for privacy).

According to 1998 and 1999 surveys of Hawaii secondary school students in all seven departmental school districts and in the Hawaii Association of Independent Schools:

(1) Ninety-two per cent of students said that their school bathrooms were not clean;

(2) Eighty-four per cent of students said that their school restrooms were not adequately stocked with toilet paper;

(3) Ninety-two per cent of students said that their restrooms were not adequately stocked with hand soap;

(4) Ninety-two per cent of students said that their restrooms were not adequately stocked with paper towels;

(5) Ninety per cent of students said that the locks on their restroom stall doors did not work or were nonexistent;

(6) Ninety per cent of students said that their restrooms were grossly lacking in cleanliness and sanitary materials; and

(7) Ninety-three per cent of female students said that their school restrooms were not equipped with receptacles to dispose of feminine hygiene products.

The purpose of this Act is to appropriate sufficient funds to enable school custodians in the department of education to improve and maintain student lavatories in accordance with the department's procedures for custodial services.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $          , or so much thereof as may be necessary for fiscal year 2001-2002, and the sum of $          , or so much thereof as may be necessary for fiscal year 2002-2003, to enable school custodians in the department of education, with respect to student lavatories, to:

(1) Daily:

(A) Clean toilets, urinals, basins, shelves, and hardware with cleaner-disinfectant solution;

(B) Spot clean mirrors, partitions, walls, and stainless steel and chrome surfaces;

(C) Sweep and mop floors using cleaner-disinfectant solution;

(D) Remove standing water from floors;

(E) Empty waste receptacles; and

(F) Resupply toilet paper, towels, napkins, and soap as needed;

(2) At least once a week:

(A) Remove stains and buildup from toilets, basins, urinals, fixtures, and floors;

(B) Scrub or foam down floors and walls using disinfectant solution;

(C) Spot clean glass in doors and partitions, walls, doors and ledges, etc., as needed;

(D) Spray buff accessible areas of resilient floors to remove scuffs and marks;

(E) Clean light fixtures;

(F) Strip, clean, and apply wax to resilient floors;

(G) Replace burned out lights as needed;

(H) Spot clean floors as needed because of accidents;

(I) Clean and polish furniture;

(J) Dust window ledges, sills, furniture, bookcases, etc.; and

(3) Clean windows at least once a year.

SECTION 3. The sums appropriated shall be expended by the department of education for the purposes of this Act; provided that the department shall direct all principals to assist the student council of their respective schools in establishing a volunteer program wherein students work cooperatively with the custodial staff to monitor and inspect school bathrooms, notify custodial staff when supplies need replenishing, and report waste and abuse.

SECTION 4. This Act shall take effect on July 1, 2001.
