HOUSE CONCURRENT

RESOLUTION

 

REQUESTING THAT THE DEPARTMENT OF EDUCATION, IN PLANNING AND DEVELOPING NEW PERMANENT SCHOOL FACILITIES AND NEW SCHOOL CAMPUSES, GIVE PRIORITY TO THOSE SCHOOLS AND SCHOOL DISTRICTS THAT INDICATE THE GREATEST EVIDENCE OF OVERCROWDING.

 

 

WHEREAS, certain public schools have already experienced an increase in enrollment and overcrowding; and

WHEREAS, these public schools, based on official enrollment counts for the 2000-2001 school year and other demographic considerations, are projected to experience additional overcrowding; and

WHEREAS, overcrowded schools in the absence of new permanent facilities necessitates more temporary classrooms; and

WHEREAS, students who are required to attend school in overcrowded classrooms and temporary buildings often suffer from excessive noise, poor learning and behavior, increased discipline problems, ineffective teaching, and lower test scores; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-first Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the criteria by which permanent structures are added to existing schools and the criteria for planning and developing new school campuses, include indicators of overcrowding in an existing district school; and

BE IT FURTHER RESOLVED that the indicators used for planning and designing new school facilities shall include:

(1) The total enrollment of an existing school;

(2) The number of students per classroom in the existing school; and

(3) The number of students housed in temporary buildings in the existing school;

and

BE IT FURTHER RESOLVED that school districts with the largest student enrollment, the largest number of students per classroom, or the largest percent of students housed in temporary classrooms, in the absence of other overriding considerations, be given the highest priority when planning to add permanent structures to new or existing schools and campuses; and

BE IT FURTHER RESOLVED that the Superintendent of Education is requested to report the findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Superintendent of Education.
