HOUSE CONCURRENT

RESOLUTION

 

requesting an audit of the activities of the department of land and natural resources division of state parks with respect to the ahupua'a 'o kahana state park.

 

WHEREAS, section 171-3, Hawaii Revised Statutes, provides that the Department of Land and Natural Resources (the Department) shall manage and administer the state parks; and

WHEREAS, section 184-6, Hawaii Revised Statutes, provides that the duties of the Department include preserving the parks and parkways in the state park system in their natural condition so far as may be consistent with their use and safety, and improve them in such manner as to retain to a maximum extent their natural scenic, historic, and wildlife values for the use and enjoyment of the public; and

WHEREAS, section 184-3, Hawaii Revised Statutes, provides that the powers of the Department include making expenditures from funds available for the care, supervision, improvement, development, and protection of the state park system and cooperating with counties, other political subdivisions and agencies of the State, other states, and with the United States government in matters relating to planning, establishing, developing, improving, or maintaining any park, parkway, or recreational area; and

WHEREAS, the Department's Division of State Parks is the agency responsible for managing and administering the Ahupua'a 'O Kahana State Park; and

WHEREAS, in a motion passed on March 13, 2001, the Kahana Valley Community Association expressed its concern that the Division of State Parks is not managing the park leases, allocated funds, and cultural interpretive programs in a fair and proper manner; now, therefore,

BE IT RESOLVED by the House of Representatives, of the Twenty-First Legislature of the State of Hawaii, Regular Session of 2001, the Senate concurring, that the Auditor conduct an audit of the management process of the Department's Division of State Parks, including but not limited to the housing project, the twenty-five hours of in-kind cultural service, and cultural interpretive programs, with respect to the Ahupua'a 'O Kahana State Park; and

BE IT FURTHER RESOLVED that the Auditor submit a report on its findings, recommendations, and proposed implementing legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2002; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Governor, the Chairperson of the Board of Land and Natural Resources, the Chairperson of the Kahana Valley Community Association, the Chairperson of the Kahana Advisory Committee, and the lessees within the Ahupua'a 'O Kahana State Park.
