A BILL FOR AN ACT

 

Making an appropriation for a hospital-based demonstration project.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that in the twenty-first century, health care providers can no longer focus only on helping sick and injured people get better. In Hawaii, there is a mounting problem of providing health care for at risk populations, such as Hawaii's youth. The emphasis must be on creating new hospital-based community health programs focused on wellness and prevention. In this hospital-based community health care program, Hawaii's youth will be empowered to make choices that promote healthy, active lifestyles, disease prevention, and injury prevention by having information provided through this health education program within the community. This education program would be targeted at youth, through coaches and athletic directors, to promote a healthy lifestyle for Hawaii's youth.

The purpose of this Act is to authorize a demonstration project at Wahiawa General Hospital to create a hospital-based community health program.

SECTION 2. The department of health shall establish a demonstration project for hospital-based coach and athletic director health clinics at Wahiawa General Hospital. The clinics shall be designed to provide education with regard to the following:

(a) Nutrition;

(b) Strength and endurance training;

(c) Injury prevention and injury treatment;

(d) Cardiovascular health;

(e) Drug/alcohol awareness;

(f) Stress management; and

(g) Sports psychology.

Targeted participants in the program shall include coaches and athletic directors from the Hawaii High School Athletic Association, the Hawaii Youth Soccer Association, the American Youth Soccer Association, Pop Warner Football, Little League, AAU Basketball, and the Police Athletic League. The participants, working with city and state agencies, shall also assist in developing youth summer camps and clinics to provide Hawaii's youth exposure to a broad range of sporting activities and to teach them to perform the fundamental skills necessary for effective participation in such sporting activities. The camps would be designed to provide appropriate health information to Hawaii's youth to assist them in achieving optimal health and ensuring safe participation in team sports and other physical activities.

SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $1 or so much thereof as may be necessary for fiscal year 2001–2002 for the establishment of a demonstration project for hospital-based coach and athletic director health clinics at Wahiawa General Hospital.

SECTION 4. The sum appropriated shall be expended by the department of health for the purposes of this Act.

SECTION 5. This Act shall take effect on July 1, 2001
