A BILL FOR AN ACT

 

relating to education.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The federal government regularly rates the public schools in all fifty states. Unfortunately, Hawaii's public schools are ranked at the bottom of the list. This is because many students have been using textbooks more than ten years old. Some public schools do not have enough textbooks to distribute to each student. Therefore, public school students must share textbooks with one another.

The legislature finds that for our educational system to improve, we must provide the necessary funding so our public schools will have the textbooks that they desperately need.

The purpose of this Act is to appropriate funds to increase the availability of textbooks for our public school students.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $7,000,000 or so much thereof as may be necessary for fiscal year 2001-2002 for the purpose of increasing the availability of textbooks for public schools.

The sum appropriated shall be expended by the department of education for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2001.
