  • Haiku, Maui – Ambulance Service
    The Haiku region of Maui is located at the northern tip of the island and lacks twenty-four-hour, locally-based, advanced life support ambulance service. The nearest ambulance service is located in Makawao, which is forty-five minutes away and the next closest is in Hana, a full ninety minutes away. Both wait times are unacceptably long and endanger the health of residents of the Haiku region. To address this grave problem, Representative Souki supported House Bill No. 2884, H.D. 2, which would have appropriated funds for ambulance services for Haiku. However, this measure failed to gain Senate approval.

  • Driving Under the Influence
    As the Chair of the House Committee on Transportation, Representative Souki has worked toward reducing driving under the influence (DUI) in Hawaii. He has introduced House Bill No. 2639, C.D. 1, to deter DUI by establishing stiffer penalties for "highly intoxicated drivers." The breath/blood-alcohol level for DUI is .08 or higher, and this measure would establish a "highly intoxicated driver" as one with a breath/blood-alcohol level of.15 or higher.

  • Maritime Cargo Areas – Honolulu Harbor Piers 1 and 2
    Recognizing Hawaii's unique geographical situation, Representative Souki, along with his colleagues, has introduced House Bill No. 1880, C.D. 1, to preserve the state's limited cargo space, space that is critical for the movement of cargo between islands and the rest of the world. This measure transfers authority of Piers 1 and 2 from the Kakaako Community Development District to the Department of Transportation.
