Dear Friends,
As an alumnus of St. Louis School and having served on several community associations in the area, I am proud to represent the areas of Palolo Valley and St. Louis Heights. I feel that this district is well-balanced with a variety of businesses, residences, and educational establishments - residents and business-owners alike are to be commended for creating and sustaining such a vital community. As your Representative, I am committed to overcoming the challenges that face us and to ensure that everyone shares in the prosperity that exists today.

TOPICS OF INTEREST
- Hawaii Health Systems Corporation Procurement
The Hawaii Health Systems Corporation (HHSC) is a semi-autonomous entity of the State that has control over several public hospitals. However, it has not enjoyed the same benefits as other semi-autonomous entities. House Bill No. 3087, H.D. 2, would have provided HHSC with more autonomy with regard to procurement issues by designating the Chief Executive Officer of HHSC as the Chief Procurement Officer. Additionally, this measure would have increased the threshold amount of a "small purchase" from $25,000 to $50,000. However, this measure failed to gain legislative approval. 
- Saint Louis School Special Purpose Revenue Bonds
Saint Louis School is one of the most widely respected private schools in the state, and has served Hawaii's keiki for several generations. To support its operations, Speaker Say has made House Bill No. 2987 a priority on his agenda. This bill authorizes the issuance of up to $15,000,000 in special purpose revenue bonds to finance or refinance the acquisition, construction, or improvement of Saint Louis School's educational facilities. 
- Affordable Housing Development
Speaker Say, as well as the House Democratic Caucus in general, has placed a high priority on finding solutions to Hawaii's affordable housing and homeless problems. He believes that House Bill No. 2964 will help to increase the development of affordable housing by authorizing special leases of land to qualified nonprofit organizations providing affordable housing.
