I have been and will continue to do my best to ensure that the voices of those residing on the Big Island are heard in Honolulu. TOPICS OF INTEREST

  • Film Tax Credit
    Hawaii's unique environment and culture make it a desirable venue for television, film, digital media, and other related types of productions. Although several well-known television series' as well as motion pictures have used, or are currently using, Hawaii as their production location, Representative Chang believes that more can be done to provide incentives to develop our film industry. Although House Bill No. 1590, H.D. 2, which provides increased tax credits for qualified productions, including television, film, and digital media productions, did not pass the Senate, a similar bill, Senate Bill No. 2570, C.D. 1, has been passed by the Legislature.

  • Hawaii Tourism Authority
    The Hawaii Tourism Authority (HTA) is dedicated toward supporting our visitor industry through market development and promotion of our island state. House Bill No. 1923, C.D. 1, introduced by Representative Chang, will allow HTA to retain its current level of operational and administrative effectiveness. Among other things, this bill extends to June 30, 2010, HTA's authority to use its own attorneys and hire a sports coordinator and to deposit revenue and interest earned by HTA into funds that support the operations of HTA.
