TOPICS OF INTEREST

  • Petroleum Industry
    Representative Caldwell is interested in curbing potentially unfair practices in the petroleum industry. House Bill No. 3115, C.D. 1, helps to develop an integrated energy strategy for the State by establishing a petroleum industry monitoring, analysis, and reporting system in lieu of the gasoline price control program.

  • Prevailing Wages
    Representative Caldwell believes in fairness in the workplace, especially with regard to paying prevailing wages to workers on government projects. House Bill No. 2952, H.D. 1, would have clarified the enforcement of Hawaii's prevailing wage law by requiring the Department of Labor and Industrial Relations to collect and maintain certified copies of payrolls for all public works projects that were not directly built or developed by a government contracting agency. However, this measure failed to gain legislative approval.

  • Workers' Compensation
    The problems with the workers' compensation system represent one of the biggest challenges facing state government today. The House passed a measure, House Bill No. 2698, H.D. 1, that would have eased the workers' compensation process by standardizing forms for health care providers to use when reporting on and billing for injuries compensable under the state workers' compensation law. Although this measure failed to gain the approval of the Senate, a similar bill, Senate Bill No. 3090, C.D. 1, has been passed by the Legislature.
