- Hawaii Veterans' Newsletter
As a major in the United States Army Reserves, Representative Cabanilla is aware of the benefits of the Hawaii Veterans' Newsletter (Newsletter). House Bill No. 1879, C.D. 1, appropriates funds for the Office of Veterans' Services to continue publishing the Newsletter so veterans from all branches of the military can continue to access important information regarding outreach services available to them, including medical and compensation benefits. 
- Pilot Perinatal Clinic
Her experience as a registered nurse has helped make Representative Cabanilla aware of many issues concerning health care, including certain niche issues. One such issue is the care of pregnant women who are or have been substance users. To address the specific concerns of this group, House Bill No. 2045, C.D. 1, establishes a pilot perinatal clinic to provide comprehensive prenatal, delivery, and postpartum care to women who have a history of substance use. This bill helps ensure the safety of the fetuses, as women who are substance users avoid finding appropriate prenatal care out of fear of prosecution or loss of their children due to their addiction. 
- Caregiver Tax Credit
Representative Cabanilla recognizes that a growing number of families in Hawaii are caring for loved ones in their homes. These individuals sacrifice their time and personal savings to care for family members with little outside support. Representative Cabanilla has introduced House Bill No. 2097, H.D. 2, which would have provided much-needed financial relief for caregivers through the establishment of a caregivers tax credit. However, this measure failed to gain legislative approval.
